Unemployed Graduates in Botswana: Two Official Counts
The skills council says 70,512. The responsible minister told Parliament 40,036. Same period, thirty thousand people apart, and no published reconciliation.
How many unemployed graduates are there in Botswana?
Two government sources give materially different answers for effectively the same period, and neither has been reconciled publicly. The Human Resource Development Council, working from the Statistics Botswana quarterly survey, reports 70,512 as at the first quarter of 2024. The Minister of Labour and Home Affairs told Parliament in February 2024 that the figure was 40,036. There is also no official graduate unemployment RATE — only counts — because no published denominator exists.

| Figure | Measures | Population | Period | Basis | Instrument |
|---|---|---|---|---|---|
| 70,512 | Unemployed graduates | Graduates of tertiary institutions | Quarter 1, 2024 | Survey | Annual Priority Skills Report 2026, drawing on the Statistics Botswana Quarterly Multi-Topic SurveyThe figure usually quoted. Its series is not monotonic — 48,076, 57,632, 50,142, 62,515, 59,528, 70,512 across the observations — so any two-point comparison is a choice about which points. |
| 40,036 | Unemployed graduates | Graduates of tertiary institutions | Reported February 2024 | Survey | Parliamentary answer by the Minister of Labour and Home AffairsRoughly thirty thousand fewer than the Council’s count for effectively the same period. We found no published document reconciling the two. |
| 48,076 | Unemployed graduates, earlier observation | Graduates of tertiary institutions | Quarter 4, 2019 | Survey | Annual Priority Skills Report 2026The baseline behind the widely quoted "46.7% increase over five years". The comparison is Q4 2019 against Q1 2024, which is four years and one quarter. |
| 3,837 | Unemployed graduates: information and communications technicians | One occupational group | Quarter 1, 2024 | Survey | Annual Priority Skills Report 2026Up from 1,557 in Q3 2023 — more than doubling in two quarters, in the occupational family most often recommended as a safe bet. |
| 14,733 | Graduates produced in a year | All tertiary institutions | 2024 | Survey | Annual Priority Skills Report 2026The annual inflow, for scale against the stock above. |
| None published | Graduate unemployment RATE | — | — | Survey | No Statistics Botswana release publishes a graduate unemployment rateOnly absolute counts exist. Converting one into a rate requires a denominator nobody has published, so any percentage you see for graduate unemployment in Botswana was constructed by whoever published it. |
| None published | Time from graduation to first employment | — | — | Survey | No current graduate tracer study existsThe widely quoted "4.6 months" is from a 2008 study of 542 graduates of one faculty at one university, sampled from people who had already found work. HRDC says only that the waiting period is "too long", with no figure attached. |
How to quote these
- Say which source you are using. Two government bodies give counts thirty thousand apart for the same period.
- Do not convert a count into a rate. No denominator has been published, so any graduate unemployment percentage for Botswana was constructed rather than measured.
- Check the two endpoints behind any growth figure. The Council’s own series rises and falls between them.
- Treat the 4.6-month job search figure as unusable without its scope: one faculty, one university, cohorts of 1986 to 2004, sampled from graduates who had found work.
- Do not treat an ICT qualification as insulated. Unemployed ICT technicians more than doubled in two quarters.
Worked through in full
- How many graduates Botswana produces
- Nobody can produce the study behind "half of graduates are unemployable"
- The "4.6 months" every article quotes is from 2008
